Peruntukan Jalan Lapok Sudah Lulus, Mengapa Masih Belum Siap Sepenuhnya?

Keratan akhbar “The Borneo Post” bertarikh 10hb Januari 2009 dengan tajuk “RM150 million allocated for Lapok road: Lihan” di rujuk.

Kebanyakan jalanraya di luar bandar di Sarawak amat daif dan jauh ketinggalan kalau dibandingkan dengan jalanraya negeri di Semenanjung. Keadaan jalan yang teruk ini menyebabkan penduduk di luar bandar sukar untuk berurusan dengan penduduk di bandar, dan kos pengangkutan juga mahal.

Sekarang sudah tahun 2012, sudah hampir lebih dari 3 tahun Unit Perancang Ekonomi (UPE) telah meluluskan peruntukan sebanyak RM150 juta untuk pembinaan jalan Lapok, sepertimana yang dinyatakan oleh Lihan Jok bekas Wakil Rakyat Telang Usan dalam keratan akhbar, tetapi sehingga kini jalan tersebut masih lagi belum banyak perubahan.

Menurut penduduk Baram dan penduduk kampung yang tinggal dalam kawasan tersebut, jalan Lapok masih lagi teruk dan belum di tar sepenuhnya. Jalan yang masih dalam peringkat pembinaan itu cuma siap lebih kurang 20 peratus saja, sepatutnya jalan tersebut sudah siap sepenuhnya dalam masa 3 tahun yang lalu tetapi sehingga kini keadaan jalan masih teruk dan tidak banyak berubah hanya sesuai untuk kenderaan berat seperti lori balak dan pacuan 4 roda.

Ketika musim hujan jalan tersebut amat merbahaya bagi kenderaan kecil dan boleh mengakibatkan kemalangan sekiranya tidak memandu dengan cermat. Jalan yang berbukit bukau dan berliku-liku amat merbahaya sekiranya jalan licin dan berlubang akibat hujan turun lebat.

Penduduk di kawasan Lapok menuntut janji dari pihak kerajaan yang pernah berjanji untuk membina jalan tersebut agar dapat disiapkan sebelum PRU13 kerana mereka sudah lama menanti dengan penuh harapan agar jalan tersebut dapat dibina dengan sebaik mungkin untuk memudahkan urusan harian mereka seperti mengangkut dan menjual hasil pertanian mereka ke pasar atau bandar berdekatan.

Kita ingin tahu kemana perginya peruntukan tersebut, adakah ianya sudah digunakan sepenuhnya atau sudah pun habis digunakan untuk tujuan lain atau perlu peruntukan tambahan?

Penduduk Baram sudah terlalu lama menanti agar jalan Lapok dapat disiapkan dalam masa yang terdekat dan mereka juga mahu kerajaan menepati janji sepertimana slogan “Janji ditepati” yang dilaung-laungkan oleh pihak kerajaan sekarang.

Mereka tidak mahu mendengar lagi janji yang sama setiap kali ada pilihanraya, dimana jalan tersebut masih juga tidak siap atau berubah sekadar menimbus batu ditepi jalan atau sepertimana kata peribahasa “menanam tebu dibibir saja". Cakap saja manis tapi kerja tidak dilaksanakan.

Kita mendesak agar pihak kerajaan dapat menyelesaikan masalah ini dengan segera kerana peruntukkan sudah pun diluluskan, jalan belum siap dan rakyat sudah lama menanti.

Sampai bila rakyat mesti menanti jalan tersebut disiapkan, adakah mereka terus menunggu sampai 10 atau 20 tahun lagi? Kita harap kerajaan yang ada sekarang dapat menepati janji yang sudah mereka janjikan kepada rakyat, jangan hanya pandai berjanji tetapi tidak ditepati.

Lapok Road Allocation Has Been Approved, Why Still Not Fully Completed?

Most of the rural roads in Sarawak are very poor and too far behind when compared to the state road in Peninsular. The bad road condition causing the rural people difficult to deal with the people in the town, and transportation costs are also expensive.

Now already in 2012, was almost more than 3 years, the Economic Planning Unit (EPU) has approved an allocation of RM150 million for the construction of Lapok road, as stated by former Telang Usan Assemblyman Lihan Jok in the newspaper cuttings, but until now the roads are still not many changes.

According to Baram residents and villagers living in the area, Lapok road is still in bad condition and has not been fully tar. The road is still under construction, completed only about 20 percent of it, the road it should be completed in about 3 years ago but until now still badly road conditions and not much has changed only suitable for heavy vehicles such as trucks and 4-wheel drive.

In the rainy season the roads are very dangerous for small vehicle and can cause accidents if not driving carefully. Hilly roads and winding road is very dangerous if slippery and hollow due to heavy rain.

People in the Lapok demanded a promise from the government who had promised to build a road that can be completed before the 13th General Elections because they had been waiting with hope so that the road could be built with the best possible to simplify their daily business such as transport and sell their produce to the market or the nearby town.

We want to know exactly where it gone the allocation is, whether it is already fully utilized or have been used for any other purpose or need additional allocation?

Baram residents have been long time waiting as for Lapok road to be completed in the near future and they also want the government to deliver on its promises, as the slogan "Promises are kept" proclaimed by the present government.

They do not want to hear the same promises every time there are elections, where the roads are still not completed or changed simply filling rock beside the road or as the proverb says “Talk of the lips". Speak only sweet but work not done.

We urged that the government able to solve this problem immediately because the allocation has already been approved, the road has not been completed and the people have long been waiting.

Until when the people must wait for the completion of the road, do they continue to wait until 10 or 20 years? We hope that the present government can deliver on the promises that they had promised to the people, not just good at promised but not fulfilled.
