Cara pengagihan BR1M perlu dikaji semula bagi penduduk di pedalaman Sarawak

Kami telah menerima aduan daripada penduduk di Baram yang menghadapi kesukaran untuk mengambil BR1M kerana perjalanan yang panjang dan lokasi yang tidak begitu strategik.Salah seorang penduduk Baram yang tidak mahu namanya disebut mengatakan masalah ini kepada pihak kami. Katanya ada diantara mereka tidak dapat mengambil BR1M seperti tahun sebelumnya disebabkan lokasi sudah berubah dan jauh dari tempat tinggal mereka. Kebanyakannya mereka ini adalah orang-orang tua yang miskin dan tidak mempunyai duit untuk menanggung perbelanjaan serta tambang pengangkutan untuk ke lokasi yang telah ditetapkan.

Menurutnya lagi, sistem pengagihan berdasarkan lokasi perlu dikaji semula pada masa hadapan agar ianya memudahkan penduduk dari jauh sampai ke pusat pengagihan pada waktu yang telah ditetapkan dengan cara memberi notis lebih awal dan lokasi yang telah ditetapkan agar mereka tidak perlu berulang alik sekiranya nama mereka tidak ada dalam senarai di lokasi tersebut.

Bagi kes golongan miskin di Ulu Baram yang telah dikenal pasti untuk mendapat BR1M ini, majoriti daripada mereka tidak mampu untuk datang ke Miri dan kemudian mereka terpaksa pula menempuh jarak perjalanan tambahan untuk pergi ke Marudi semata-mata untuk mengambil wang mereka.

Ini semuanya memerlukan kos pengangkutan dan memakan masa untuk sampai ke destinasi. Kos pengangkutan serta lain-lain pembelanjaan untuk sampai ke lokasi sebenarnya lebih tinggi daripada wang BR1M itu sendiri dan ini tidak ekonomi kepada mereka yang berkenaan. Majoriti penduduk kampung ini adalah orang-orang tua dan ada yang mempunyai masalah kesihatan yang sukar untuk menempuh perjalanan yang jauh serta menyakitkan.

Untuk meminta ahli keluarga atau saudara mereka mengambil bagi pihak mereka juga sangat menyusahkan kerana terpaksa melalui proses birokrasi yang berpanjangan. Untuk menjadikan perkara ini lebih teruk lagi apabila kebanyakan daripada mereka tidak mempunyai mana-mana akaun bank untuk mendepositkan wang jika mereka perlu memilih pilihan ini.

Berdasarkan kepada cara pengagihan BR1M kebelakangan ini kebanyakan mereka yang tidak dapat mengambil disebabkan tiada menerima notis atau susulan notis atau apa saja yang patut diberi oleh pihak berkuasa yang berkaitan untuk memaklumkan kepada mereka mengenainya.

Pada suatu ketika ianya dihantar terus ke Long San dan semua orang gembira mengenainya kerana ia dalam jangkauan mereka. Ia tidak perlu terlalu sukar untuk melakukannya kerana anda hanya perlu mengikut alamat dalam Kad Pengenalan (MyKad) hanya cukup baik untuk mengenal pasti mereka yang tinggal di kawasan Baram.

Di sini kami ingin mencadangkan bahawa bagi penduduk di Ulu Baram, sila hantar baucar mereka / tunai ke lokasi yang paling hampir dengan mereka, sebaik-baiknya di Long San atau hanya di Miri sendiri.

Oleh kerana kos bahan api sudah naik, bagi penduduk di pedalaman Baram untuk mendapatkan BR1M sebanyak 3 kali setahun sebanyak RM300 tidak berbaloi dengan kos pengangkutan mereka untuk ke bandar atau pekan yang berdekatan kerana ianya sudah melebihi wang BR1M yang mereka perolehi.

Kami menggesa kerajaan dapat mengagihkan BR1M tahun depan dengan cara yang lebih sistematik supaya ia dapat memenuhi hasrat kerajaan untuk membantu golongan sasaran terutamanya kepada penduduk di kawasan luar bandar dan terpencil di Sarawak.

The way of BR1M distribution should be reviewed for residents in remote areas of Sarawak

We have received complaints from residents of Baram who face difficulties to take a BR1M because of the long journey and the location that are not so strategic. One of the residents of the Baram wished to remain anonymous told this problem to us. He said some of them are not able to take BR1M as the previous year due to the location has changed and far from their homes. Most of them are old people who are poor and have no money to cover expenses and transport fares to designated locations.

According to him, the distribution system based on the location should be reviewed in the future so that it is easier for the people of the remote reach to the distribution center at the time set by giving advance notice and the selected location so they do not have to commute if their names were not on the list at that location.

In the case of the poor in the upper Baram that have been identified to receive BR1M, the majority of them are not able to come to Miri and then they have to face additional travel distance to go to Marudi solely to take their money.

These all require transportation costs and time-consuming to get to the destination. Transportation costs and other expenses to get to the location actually higher than BR1M money itself and is not economic to those concerned. The majority of the residents are elderly and some have a health problem that is difficult to go through the long and painful journey.

To ask family members or relatives to take on their behalf is also very inconvenient because had to go through a long bureaucratic process. To make the matter worse when most of them do not have any bank account to deposit money if they have to choose this option.

Based on recent BR1M most of them missed the recent distribution and no notice or follow-up notice what so ever is given by the relevant authorities to inform them about it.

At one time it was sent directly to Long San and everyone was happy about it because it is in their outreach. It shouldn't be too difficult to do it because you just need to follow the address in the Identity Card (Mykad) only is good enough to identify those live in Baram area.

Here we would like to suggest that for Ulu Baram people please send their voucher/cash to nearest location to them, preferably at Long San or just in Miri itself.

As the cost of fuel has gone up, for people in remote areas to get 3 times a year BR1M RM300 is not worth it with the cost of their transportation to the city or nearby towns because it has exceeded BR1M money they get.

We urge the government to distribute BR1M next year with a systematic way so that it can meet the government's desire to help the target groups, especially to people in rural and remote areas in Sarawak.
